The Town Planning Commission is a seven-member commission created with powers and duties as set out in Article 66B, Zoning and Planning, of the Annotated Code of Maryland. Commission members are appointed by the Mayor and Council for terms of five years each, one member is a council member to serve in an ex officio capacity.
The Commission meets on the fourth Monday of every month in the “Community Meeting Room” of the recently renovated Carroll County Library Administration Headquarters at 1100 Green Valley Road in New Windsor. Bulk Trash (which is for large items that can’t go with regular trash, with the exceptions of paint cans, concrete, tires and building materials), is the last Saturday of April and October between 8:00 A.M.– 12:00 P.M. Bulk trash must be brought to the Public Works facility located on Geer Lane. Identification has to be shown that you live within the corporate limits.
